The council is an organization whose primary objective is to advance and disseminate knowledge and information concerning the art and science of near-infrared spectroscopy and other allied sciences.

The council sponsors many activities throughout the year, including the International Diffuse Reflectance Conference (IDRC) in Chambersburg Pennsylvania.
